The Listening Gap: Turning Public Response into Public Proof
Information
Government bodies listen through service feedback, complaints, user research, surveys, and formal consultation. The Listening Gap opens when that input loses its connection to a decision, an owner or a visible result. The problem is operational. Evidence fragments across systems, analysis stalls, follow-up is unclear, and people never see what happened.
Nick Travers, Chief Operating Officer at SmartSurvey, will share a practical model for turning public feedback into accountable action. Drawing on customer experience practice, he will distinguish two kinds of action. The inner loop responds to an individual experience. The outer loop improves a service, policy, or process at scale. Using a public consultation as the worked example, he will show how human-led AI analysis, clear ownership and connected evidence can carry one contribution from response to theme, decision, action and public proof.
- Recognise where the Listening Gap appears across service feedback, complaints, user research and formal consultation
- Choose a listening method that fits the decision or service moment
- Design inner-loop follow-up for individual experiences and outer-loop action for systemic change
- Use AI and workflow tools to accelerate analysis and route follow-up while preserving human review and an inspectable evidence trail
- Give action clear owners and due dates, then show people what happened through an individual response, a service update or a published public account
